typsy means when you are drunk...when you are drunk you have a lack of balnce, therefore the word typsy desribes being drunk.

If some one says they are tipsy or getting tipsy they are referring to they are drunk or they are getting drunk and they are almost drunk.

tipsy usually means that you r starting to get drunk, but you not there yet just feelin real good

My guess is tipsy is when youv'e had enough to drink and become unsettled on your feet
