I always got confused when I saw the ad : ' We will not be undersold'. What do the merchants really want to tell us ?

They wan to tell you that their price is low. If you find a lower price, they will match it. Usually it is used to reassure the potential customer that they have low prices.

It means that they refuse to let anyone else sell the item for less than they do.

They are saying that they will match any competitor's prices. So if you find something cheaper somewhere else, they will match it or sell it for cheaper.
