any large ice house, (where fishing boats and such get ice) often has dry ice, also some grocery stores, and oddly enough many ice cream shops carry it.
use larger chuncks of dry ice, and if you encase it in plastic netting, like the stuff onion bags are made of, then you can be assured no one will eat a chunk. the dry ice will also slightly carbonate anything you put it in. Don't touch the dry ice with your bare hands wear gloves. hope this helps you out.

Ice supply places sell it. Just type dry ice and your city name into a search engine and places will come up. Not sure where you are but in Los Angeles there is the North Hollywood Ice Company off Lankershim.
Usually people place a smaller bowl inside a larger bowl. Place the punch in the smaller bowl with the dry ice around it. Careful though, dry ice leaves nasty, painful burns so always handle with a leather glove or similar and make sure your guests aren't going to be tempted to touch it.

"Dry Ice" is solid carbon dioxide. When in a punch bowl, it will sink to the bottom. Since it cannot exist as a solid at room temperature, it starts to sublimate. It goes from a solid to a gas, thus making bubbles in the punch. The vapor is heavier than air so flows over the rim of the bowl and looks real neat.
It is not poisonous, but the vapor displaces oxygen. You would need several pounds/cubic foot of space in the room to make it dangerous. It will cause frostbite if you handle it without protection.

Most retail grocery stores sell it. It will freeze skin fast and hurt. Always use gloves or pads of paper to move it around. Fog is not harmful so you can put it in the drink. It will melt down as it gives off fog and will make drink very cold. For what you want I would thing 1/4 lb will be more than you need. Break off small pieces and put them in the drink and replace when fog stops. Keep the rest in the freezer.
Have fun,

Ok first off......
You can get dry ice just about anywhere. Your best bet might be a local grocery store. I know a lot of Wal-Marts still sell it.
As far as the other part, all dry ice is is solid carbon dioxide. Unless somehow your dry ice had a
lot of contaminants in it, it wouldn't be any more harmful than soda (carbon dioxide dissolved in water).

Dry Ice is frozen carbon dioxide, a normal part of our earth's atmosphere. It is the gas that we exhale during breathing and the gas that plants use in photosynthesis.Carbon dioxide (CO2 ) gas turns to dry ice when the temperature drops below minus 78.5° C. It turns to vapor directly from the solid state, never passing through a liquid phase. This change, from a solid to a gas, is called "sublimation."

You answered your own question. You can't touch it or eat it. Just make the punch thick and dark red... sounds "scary" enough to me.
