A roast at that size takes 6-8 hours, even on high. But you shouldn't have added the vegs until the last two hours. I know it is to late now, but for future reference. If you want a really good recipe book for slow cookers try FIX IT AND FORGET IT! It is a great book for slow cookers!

Keep cooking it. Remember, crock pots are for slow cooking for long periods of time. I cook a roast like that all day while I am at work. So say, a good 7 or 8 hours to cook it.

Just let it cook longer if you have the time. A 3 1/2 lb. roast would generally take about 6 - 8 hours to get really tender.

Oh yes, it will be done.
When I do a Rump Roast about that size in a crock pot, I add 4 bullion cubes and almost cover it with Water.
I put potatoes and veggies in about an hour or two before serving so they aren't mush.

Depending on the cut of beef, it will take longer to get really tender. Turning your setting down to low will help, because the slower it cooks the more tender it will be.
Just keep an eye on the liquid level - the roast should be completely immersed. If you are worried about your veggies getting too done, take them out until the meat is almost ready, then put them back so they can heat thoroughly before you serve them.

One of the things I found that really help a roast become tender, is coke...adding a can of coke to the crockpot really breaks down the meat and it is so tender if just falls apart. I use this when I'm making a raost for BBQ. Just let it continue to cook and try not to open the lid very much. It will be fine and I'm sure enjoyable.

I totaly agree! A roast is something you start in the moring and then eat at night. If you let it cook 2-4 more hours, you should get the soft texture you're looking for. On another note, onion soup mix is great for seasoning roasts :)

you would want to cook it for 8 hours on a low setting and make sure there's enough water in the pot. I'd suggest letting it cook on a low setting for at least another 2 hours to tenderize... and check it every hour there after :)
