Is immigrating to Quebec hard for immigrants from the United States?

I understand that it is best to learn French and being totally bilingual. But does Quebec discriminate against people of color and/or from the United States in reference to jobs, housing, etc? Are there any good programs to help immigrate get situated?

Canadians are generally lenient with immigration.
