Full price, they are taking up a whole seat.
Regardless of age, that is a full price ticket. After 2 they can not sit on laps, etc.

When a child is 2 at time the airlines will a lot of times verify this with the birth certificate.
There are very few airlines that offer discounted child rates. Even if an airline does it is always destination specific. I have only seen about 3 or 4 child airline fares in 8 years, so I wouldn't count on this.
The reason for an airline to charge a full adult ticket for a child is child or not they are still taking up a seat same as an adult would.
You are going to need to expect to pay the exact same for children, sorry I'm sure this isn't the answer you were hoping for, but I have been doing this a long time and this is the way it always turns.
Typically the few child fares I have come across are always with a vendor as a travel package. Never seen them for just airfare only. Not sure which it is you are trying to do. Even in doing a package again this is date/destination specific. There is either going to be a child rate or not.

They are the same price- because they use the whole seat. Children under two sit on their parents' lap. If they want their babies to have their own seat then they need to have a full priced ticket too.

It all depends on the airline. Most of them don't offer this. To most airlines, a seat is a seat. There are few that do offer this though. To find out, go to the airline website, and look for a heading such as "services and information" or "FAQ" or "traveling with children". You can usually find out the rules for children on each given airline by doing a little bit of searching on the website.

i think it depends on the airline coz i am traveling with my 13 months old daughter and i paid almost the 25% of the ticket.
