Taxis are exempt from having to provide the seat. However, they are not exempt from the law. If they pick up someone with a child that is required to be in a car seat, then those people have to provide the seat.
If the driver goes to pick someone up and there is no seat, they have the right to refuse taking them.

Check your local laws. Each state may be different.

Hi - no - you do not legally need a booster seat. For a shorter adult, its really about figuring out how to make that seatbelt fit and the airbag work (or be disabled) so you aren't hurt in an accident. Your insurance will not insist on it. I would as a adult make sure you are safe. You may want to call the manufacturer of your car and see if they recommend disabling the air bag... and if they recommend any other adjustments or modifications.

the parent takes the baby in a car seat with them everywhere, even in a taxi. otherwise, the child cannot legally ride in the taxi.

Oklahoma and Texas laws state that Taxis, ambulances, law enforcement vehicles, church and school buses are exempt.
