I have this problem. I want to do some casual shots and women turn me down because they assume I want them to be nude. If I tell them I expect them to keep their clothes on it's as if they don't believe me.

The ones that agree get upset when I don't ask them to do nudes.

from the ladies. what would be a tactful reassuring way to ask you to let me take your portrait in a park.

All you can do is be honest with them, and maybe try and get yourself a portfolio together...maybe of some family and friends? So you can show these women your work.
From the opposite perspective, I have offered to model for a couple of photography friends, and they have both immediately assumed I meant nude!! I meant clothed, facial portraits. Why do people automatically assume nude? Rather cheap, and rather immature I think.

Be clear with your communication and expectations. Ask what the photographer is looking for. Just like a "Life Drawing" class, he may want to do a nude study. It's OK to say no. Just get all of this clearly stated before you show up for a shoot and everyone is happy.
Sort of like dating....spend a little time in the interview process and be sure you are comfortable with the photographer or it will certainly reflect in your photos. If both parties are clear in the beginning, nobody gets hurt.
If there are nude expectations, it is a good idea to bring a friend or chaperone for both parties and be sure that the photographer gets one shot of the subject's drivers liscense to prove that the one being photographed is of age. This way, all parties are protected from any liablity. I remember a funny story from a friend photographer. HIs model was willing to disrobe only on the condition that the photographer be also as vulnerable and that no physical contact be the rule.....with chaperone's, of course. Pretty funny to think about!

Ok lets face it there are a lot of fake photographers, using it as a way to get there Joly's! Makes it hard for people photographers and models to keep a clean image.
Your really going to have to work at the first few settings. but the good news is once you get good referrals coming in it gets easier and easier!!
Hang in there

I gotta tell ya...your approach sounds a little sleezy...and I'm pretty sure you really do want them to take there clothes off.

Try handing out a business card.
