For a start;
Our municipal and provincial governments should divert attention and big money to low cost and affordable housing in our cities---now.
Our federal government could provide tax incentives to corporations that build and maintain low cost housing units, particularly small housing units..
We should establish GOOD medical centres 'on the street' for access by the homeless. Many of the homeless have serious physical and mental health issues going untreated. The bad health makes it more difficult for them to do anything to get 'off the street.'
That's just the start, there is much more we could do in addition to getting Canadians to look (and vote) at the homeless with great compassion. Remembering that most of us with homes/ a roof over our heads are only 2 months of bad luck away from being homeless ourselves.

How much is enough? Who determines when the homeless have achieved a "quality" of life that is "reasonable"? What about the fact that some homeless have brought the problem on themselves?

Obviously, not enough is being done to help the homeless. We need more social housing. We need higher welfare payments, especially in cities like Vancouver, where rents are sky high. We need to provide more practical job training programs to help people find employment and get off the streets. We need to tackle drug use, especially the use of crystal meth, and ensure that there are sufficient treatment resources available (and that courts sentence addicts to drug rehab not jail).

Well by gosh, give them a free paycheck every week for not working or contributing to society. Free rent and one good free retirement benefit when they reach 50.
Let the working taxpayers support them, like they should, because they work for their money, and should be glad to give some to the unproductive, non-working homeless.
