if so, how do they actively slow the delivery down?

It is simple all the FIRST class mail gets sorted first so it goes on its way and any thing else is sorted afterwards so it will probably not be ready to go until the end of the working day, therefor it will go the first thing the next day, then they start on the first class ,,,,,

A letter with a first class stamp which is posted before the last collection will arrive the next day. A second class stamp will arrive the day after. If you don't have any first class stamps you can put two second class on and write 'FIRST' on the envelope.
