Most supermarkets carry them.If not any specialty food store will.They are Japaneses bread crumbs.

While I can't really answer your question, my guess is the largest grocery store you have, a specialty store like Trader Joes, or have a friend in the restaurant biz. I was always happy to order in stuff for people and mark up the price about 10%.
But heck if I can find any in my city either. It's great for breading shrimp.
