You can design her but that doesn't mean you'll ever find her!
Try using the Sims2. It's a game where you create characters exactly as you like (more so if you acquire downloads that offer more options) and help them live their lives either well or badly. Create yourself and your perfect girl, and you can control just how things go between you if that's what floats your boat.
Or you could go online and find many pictures of females and collage them to create your perfect girl.
Or use the paint orogramme on your computer.
Or just imagine!

there are many games and programs out there where you can design characters (the sims and some RPGs allow you to do this on the computer or on a console). as far as i know, these are the only ways of designing a "girl of your dreams" without using paper and writing implements.
and while it might be nice to design a girl of your dreams, you might find more satisfaction *searching* for the girl of your dreams ;P
