Sign up for a training class, which will introduce your dog to other dogs and people and help you learn how to train him as well, which is a bonus. Training and socializing go hand in hand and a good trainer (do your research of trainers available to you as not all of them are really good) will take you a long way and some can even help with the behavioral problems of not having your dog socialized.

If you adopted your dog the former owner may have been a shut in or elderly who didn't get out much. So you would need to try taking him to a dog park or just around small groups of people to start out slow, showing him lots of affection when out on a walk letting people pet him. If you have the cash you could try obedience school

find a friend that has a well behaved dog and take the dogs to play together. Also taking your dog to places where there are lots of people and allowing them to pet your dog. Try some trips to Petsmart or PetCo... as long as your dog won't be agressive out of fear. Just little by little.

It depends on if you mean unsocialized with humans or other dogs?
Puppymill dogs are not socialized with people. It takes time and patience if this is the case. You need to force them to be held and walk on a leash, etc.
However, if they're not socialized with other dogs ... take them to places (slowly) to where they can meet and play with other dogs their size.

Socialize it! Take your dog on lots of walks, take it to a pet store, take it to obedience classes. You get the idea, get your dog out among other dogs and people.

Put it in an obedience class, walk him where he can meet other dogs (on a leash and if necessary, a pinch collar) Work with him daily and in time he will be alright.

you can play with him like take him outside 2 play ball take him out 4 walks or talk 2 ppl with dogs let it experince other dog lives let him him roam around ya know and talking 2 him saying cute things 2 him might ease its shyness

Puppy class! A great place to let your dog learn how to behave. And a great place for her to learn how to interact with other dogs.
Look up your local breed or kennel club and they will either run, or know someone who runs a puppy kindergarten.
