Its not that you judge a person, it's that you gain an idea as to how they are. Depending on their demeanor and their gestures you can get a basic idea of what kind of person they are.Example: if someone is talking to you, but rarely looks into your eyes, then they are probably lying about something, if their arms are crossed they probably don't want to engage in a conversation with you. There are several factors. We should never judge anybody, we are no one to judge others.

If you want to form an opinion of a person , I think the best way to do so is to observe them. Their gestures, how they look at and speak with other people etc...
Small talk isn't the way to go IMO, a lot of ppl can appear very pleasant during small talk, it's quite easy.

I personally do not judge a person by small talk, but I can sure get a good idea on what type of person I'm talking to in my opinion.

conversation may be a good way to get to know a person, but keep in mind that some people (including me) are very shy until they get to know a person. it could take several attempts at conversation to get someone's true self to come out.

You can get an idea of that persons personality and kind of understand where their head is. Just hanging around someone.
