To correct errors or add new information, certainly it may be updated.

They can add additional information, correct mistakes, but I believe that has to be done in a way that shows what has been changed and why. They really can't change "car x struck car y from the rear" to "car y struck car x from the rear." That is, they really can't make the accident so different that it is another accident entirely....

after it has been filed,

exactly what is filed, he turns it into his sgt or LT. if they seem some problem, ( spelling or poor drawing or incorrect right up)
Then they send it back to him to re-do it.

But after it has been put into a file, the officer can add an admentment, or a person can add a statement to it.

If there are mistakes, or he forgot to include something in the original report, then he can ammend it.
