there are 3 parameters to check for a good flat screen monitor
Contrast: the higher the better
Brightness: the higher the better
Rise time: the lower the better
The last one is somehow understimated. in easy words that parameter indicate how fast an image on the screen is refreshed.
good monitors have a rise time below 8ms

You could go to a website called dabs.com - I got my 17" monitor from them and it was under £100. I've had no problems with it and it's five months old now. It's not the best make or model but I'm not complaining - it does for me. Good luck hunting!
