Yes, you'll have to pay proper postage. You'll also have to fill out the proper customs forms. It takes 2 weeks to a month to receive mail in Iraq. If you're sending for Christmas, get it in the mail early. Also, be vague on the customs forms. You have to be "accurate", but only to an extent. There is a way to keep gifts secret.
The postage from military personnel home is free though. So, all they'll need is stationary to write home or a penpal.
EDIT: I'd like to make a note to the reply under mine. Even if you got to a post office on post, you WILL have to pay postage. My hubby has deployed 3 times so far and I've always paid. The only way that you do not pay postage is if you're on a military installation that's overseas. That is, if you already have an APO/FPO address. Then, your mail is delivered to Iraq for free. That is the only time.

Spouses and other dependent military ID card holders can send mail through their ON-BASE post office for no charge, just fill out the customs form (for packages, not needed for letters) and mark it MPS where the postage is usually applied, and you're good to go.
If you're not a military ID card holder, you will have to pay postage when you take it to the post office. Packages will still need a customs form, and although the rate for shipping boxes may be slightly higher because of the distance, you will still pay a domestic rate when shipping to an APO. A regular letter will still get there on one first-class stamp.

Yes you have to pay postage. My son served there for two years. They don't have to pay postage but you do in return mail. I made it a point to send him a box of "goodies" once a month and the Post Office has a Flat Rate box that is used and then for about $7.75 you copuld send the stuff. it may have gone up since then, he has been back since Jan 2006. Good luck to whomever is going over, our prayes will be with him!

Yep, but you don't have to pay an outrageous price. Its a regular US price cause they have a base address. The APO is all I am really familiar with but I believe there are other ones.

i know my parents and i do since my brother is in iraq, but his wife(she lives in germany) doesnt have to pay, she just goes to the base and its free.
