Yes. There are many forms of love. I still love my son's father even though we are not together anymore, but I'm not in love with him. It is possible to love someone without being in love with them. If you do not wish to marry them, don't. Just be sure to let them know the reason/s you don't want to marry, and the love you feel for them.

Heck, yeah -- you're likely to love a whole raft of people over your lifetime, and you don't ask to feel the way you do - you just do.
Thing is, then you have to decide what to do about it. If you can love this person (and there are a lot of ways to love someone - are you sure you're not talking about infatuation, or lust? It's good to be sure) in such a way that you care about him/her - want the best for that person, enjoy his/her company, but that's it, then you've got a good friendship going.
If not, if there's infatuation/romantic urgings involved, and it can't go anywhere, then spare both of you a lot of grief and practice avoidance - keep as much distance between you and that person as possible. If you encounter him/her, be polite, but not overly friendly, as urging any closer relationship will hurt, and issue a written invitation to Trouble.
But don't beat yourself up for loving someone - that just means you can appreciate his/her good qualities. Right or Wrong comes into it depending on what you decide to do about loving, not in loving itself. Good luck!
