If you are refering to the embarkation (hope I spelled it correct) card then it should not be a problem. Non US citizens have to fill one in every time they visit the states. I am mostly sure about this. However there is no best place to check other than contacting the US embassy in the UK, please find addresses and telephone numbers (including call costs)

Did you have a green card or a visa?!? this makes all the difference in the world. You will need to contact the US immigration services to get answers to this. During this period of heightened security, they will want to be made aware of the fact that your card is missing in case someone wanted to use your identity to enter the US illegally.
This could just be someone looking to get into the US, someone trying to create a fake credit file, or someone wanted to harm the US. Either way, let the authorities know right away or you could be held liable for someone else's transgressions in the upon return.
