Is it temporary, or is it always like that for her? Temporary may mean that it's Blepharitis. She should get it checked out just in case.

Sounds very much like blepharitis - usually a low level infection of this part of the eyelid. Although its not a threatening condition I'd advise going to the doctor and getting it treated. If left untreated it can lead to thickened lid margins, dilated and visible capillaries, trichiasis (inward growing eyelashes) and eyelash loss.
Redness of the eyeball itself is a more pressing matter. Still, advise your friend to go to the doctor and sort it out. Until then suggest that they increase their eye hygeine - wash their eye area carefully with warm water every day - perhaps with some diluted baby shampoo. Take a photo of it first though so that if it does clear up before you see him/her they can show the doc what it was like and get the definitive diagnosis and advice for the future.

It is an infection known as bleferitis. She should see her her doctor and get a cleaner, which will clear it up in a few days.
Could also be an allergy to her make-up, to chlorine in swimming pool, or lack of sleep, or too much alcohol.

I would have said tiredness, or too much alchol/drugs, but your friend sounds like they may have some allergy or infection. Does it hurt them?
