Eureka! Congratulations, you've discovered a truth that will serve you well for the rest of your life. That truth? That human beings lie frequently to obtain power, to deceive other people (and control them), and to keep "the masses" from finding out what they're really up to. This isn't anything new, it's been going on as long as there have been humans. But that you've realized it is a major step for you.
How to avoid "serving" those who lie, cheat, and manipulate? Demand proof. Don't take statements made by those in power at face value. Use your own intellect to find evidence to back up claims, and make your own decisions.
A politician tells you his tax cuts for the rich will result in a better economy for even poor people? Don't take his word for it, look at what such tax cuts have done in the past. A pastor tells you the world is 6,400 years old? Don't take his word for it, read some geology material and look at the science and proof for yourself. Being wise enough to recognize that deceit is a common trait among humans will allow you to make better decisions, and learn more about the world. Way to go!

In answer to your question 'who makes lies' the answer obviously is the people who tell them. We are powerless to stop others from lying but we can strive for integrity in our own lives. The bible says God gave everyone a conscience. People know when they lie. But if we, as individuals conduct our own lives truthfully, not only do we have peace within ourselves, we convict the liars and let them know a lie is a lie and a lie is wrong. It doesn't matter how many people they get to go along with the lie, how hard they try to distract away from the fact it is a lie, how much truth they mix in with the lie, how much the truth hurts their feelings, how many laws they make so they feel ok abou the lie. Telling the truth and doing the right thing is not easy. If it was easy it would have no value-the same as a lie has no value. So trive for the truth ion your life. It is the diffrence between feeling worthless and worthy.

"all liar" was found 1 times in 1 verses in the New Testament.
Revelation 21:8 - But the fearful, and unbelieving, and the abominable, and murderers, and whoremongers, and sorcerers, and idolaters, and all liars, shall have their part in the lake which burneth with fire and brimstone: which is the second death.

Becasue you are right....politicians lie, buisness people lie (some), and customers lie to keep from getting screwed from the others. What a terrible web we weave! Unfortunatley, for those of us that want to live with good morals, we kinda get the short end of the stick. I like to think the bad guys will have to answer to a higher power in the end anyway.

Hmmm, time will show you that everyone lies, because lying is a matter of stating a "truth" based on your idea of what truth is, and that will also include yourself.
Yes missy or mister, there will come a time when you will be accused of lying even when you swear that it is the absolute truth.
Reason ?- TRUTH is relative, from where you are standing and from what you intrinsically know, and what you were taught to believe.
As humans, we have limited knowledge based on our 5 senses, prejudice, environment, cultural background, and education.
