No. He's a few bricks shy of a load, or insensitive. He should buy you a BIG present and three nice cards to make up for it.

I share your pain! I have had so many people inmy life forget my birthday including b/f and best friend numerous times.
I didn't know if to feel embarssed or not.
Its ok to forgive him. Its just that you'll never ever forget it.
But still..
Talk to him. Tell hi you were very hurt that he forgot.
Talk ok darling, don't get into a shouting match.
There are tons of ways to get your point across without fighting.
Take him on a picnic or someplace quiet where you both can talk and ask him how he plans to make it up to you because if he really cares, he'll want to.
