Well, Stanstead Airport is in Essex, and I always remember Essex roads as being in a dodgy state. But I suspect that the councils have little to do with motorways, maybe you should try the Highways Agency?

All Motorways and Trunk Roads in England and Wales are the reponsibility of the Highways Agency, not any local authority.

If you had a problem on any motorway in England that is the responsibility of the Highways Agency rather than the local council. Try www.highways.gov.uk

Essex roads are awful, I used to live in Harlow and was sick to death of their pot holey roads. Try the Highway people matey and good luck.
