Before any self respecting witch would answer your question, your "intent" would have to be clear. Even then your abilities would be called into question simply because you would be playing with power that for the majority, is way over your head! Further...

What exactly do you mean by this? Were you having a dyslexic moment with "sever?" Did you mean, "serve?" If this is the case, no one with half a brain in their head will deal with you.

My neighbor didn't need any spells. They just gave the kid everything it wanted, never disciplined it and let it run wild in the neighborhood.
