Probably its a phase that you're passing through. First of all, are you both dating? Or about to? If yes to the first one, then maybe he's busy and needs to do some things but that doesn't mean he has forgotten about you. If yes to the second one, you have to be patient. Don't rush him. If he likes you as he claims he does, he will certainly call you even if it takes 20 years in the process of doing so.
Women are programmed differently than men. We are emotional creatures and need that constant reassurance and endearments from a guy to show that he cares while men would rather keep their feelings to themselves and express it when number 2 is on their mind or they feel 'romantic'.
Be patient, much as you miss his voice, you just have to do so. Wait till after another week and if he still doesn't call you, try to call him and then if after some time, he still doesn't call, then he only wants you to be 'only friends'.

Put him out of your thoughts. You deserve to be treated better. He's being wishy washy. Don't pick up the phone if/when he does call. Call him back at your convenience. This lets him know that you aren't waiting around for him. maybe if you set the stage early on about your own self respect, he will respect you accordingly.

Sometimes men are weird. My guy used to and still does the same...and whn he sees me he apologizes many times.
