That is what dictionaries are for. Demented means loss of mental ability. The prefix de- means to remove or loss of. The root word -ment- comes from mental or having to do with the mind. The suffix -ed is simply past tense. Therefore, the word indicates that there was a loss of mental function sometime in the past.
