Plus any concern regarding the weather conditions?

Driving will be impossible. Even residents keep map books in their cars in DC (I did, and it helped me get out of weird circles and cross streets whenever I was driving in the city). Definitely go with the Metro. It's easy enough to figure out. Check out their website below; you can view the train system and map yourself a plan before you go.

I will confirm the first two answers. Driving in Washington is an enormous pain, and parking in Washington is an even bigger pain. Washington has a good public transportation system; the subway is not perfect, but will get you to most of the places you need to go, and buses cover the rest.

Washington can vary in December. Sometimes in can be fine, other times in can be quite cold. There is no real way of knowing any given year how bad the weather will be in DC.
It's just on the edge of being in the South, but is close enough to Maryland to get snow.

It's never easy to drive and park in D.C. at anytime of year. The weather in Dec. is typically cold, but with minimal snow. I personally recommend parking your car outside of the city at one of the metro commuter lots (All over alexandria, arlington, etc...) and take the metro into the city. Otherwise, I agree with the person who said pay to park.

Parking in downtown DC and some neighborhoods (i.e. Adams Morgan, Georgetown, Mount Pleasant for starters) is almost impossible. If you're going to be mostly in NW DC, forget driving and use public transportation (Metro). If you're spending most of your time in NE, SE or SW, you driving/parking will be a bit easier.

Very easy if you pay to park. Runs between $15-20 depending on weekday or weekend, evening or prime time.

Otherwise? During the holidays, you can find parking near the Capitol. Otherwise...ha ha ha

not easy at all- i went there back in november of last year and even then it was horrible. the best thing is to put it in a parking garage and just pay :(
