I think it came from mispronouncing "teats", the breasts on farm animals.

Funny story--one of my high school teachers overheard two boys talking about a girl's "t*ts". He stopped the class and gave them a lesson on the proper pronunciation of the word in front of the entire class--"Actually the word is 'teats', and properly refers to the anatomy of female animals. For your information, cows have teats. Women have breasts." That was the last time we ever heard that particular word in class!
