1996 Ford Taurus will not pass the Emissions Test,after 6 tries,and replacing an EGR Valve. The "Check Engine" light still stays on,and it "blinks" sometimes. I want to use this car to drive to work only (20 miles a day). What next?

Take it to a dealer or an experienced mechanic. Reading the codes and replacing parts without diagnosing the exact cause is a waste of time and money. An experienced mechanic can trace the cause and repair it quickly without resorting to "shotgun" parts replacement in the hope of catching the cause.

The error codes in the computer tell a competent mechanic where to start looking, not what part to change.

you don't state your emmisions results so it's hard to say ,but a problem with these has been the mass air flow sensor giving wrong results to the ECU . if engine is running ok with no misfires it will take a long time to do any damage to cat etc.
the MAF sensor will be situated somewhere from the air filter housing to the inlet manifold any will have a plug with maybe four wires on .
1 obtain a tin of Carb cleaner (thinners by another name )
2 remove sensor from housing and apply cleaner to the filament (looks like the filament of a lightbulb )
3 if possible apply air pressure to filament to remove any dirt from unit (sometimes you need an eyeglass to see any build up )
4 refit and drive it to let the ECU reprogram itself
5 retake for test
6 if pass please send £50.00
7 if still a fail get it on a diagnostic

do not keep driving the car. the engine light flashes because it has a type A misfire. this will send fuel down the tail pipe and ruin the cat, which also could be the reason you cant pass. the EGR is not the problem, could be EVR solenoid stuck open, or grounded. DPFE sensor is bad and giving wrong signals allowing to stay open. go to a different garage, or take it to someone to fix it if your doing it. ask them about the system.

Take it to a GOOD Ford dealership and have them do an engine analysis.Yes,it will cost you a few $$$,but it's worth it in the long run.

could be your catylatic convertor or possibly an additive you are adding to you gas
