All I found was a movie quote where a character attributes this quote to Charlemagne. Can you call a local or university library and ask the reference desk librarian? They know how to find just about anything!

No. Charlemagne couldn't speak English.

The only place I've ever seen this is in reference to one of the 'Indiana Jones' movies... I suspect it's the figment of a script writer's imagination, and not an actual Charlemagne quote.

Pity, I imagine he would have liked to have said that.

I am unable to find any information as to where it is written, or indeed if Charlemagne ever wrote it down himself. Which leads me to think it's just been passed down through word of mouth.
Sorry, that's not much help.
