Gimp is free and compared to some of the top programs that cost like $600 to $1000 dollars. Works on alot of operating systems as well. Alot of great tools and since it is open source anyone can work on it and add new features.

Try GIMP it is a free system that you can find more about at http://www.gimp.org/ or download directly from the link below go to the link below and pick the closest server to where you live...
GIMP is not as good as programs such as Photoshop but, it is quite good concidering it is free, and they are improving it with leaps and bound with every new update.... :) so check it out
