When admixtures like 'SODAP' are added in excess to concrete to delay the initial set and increase workability.Do they actually affect the strength in any way?and if yes HOW?

It's better to refer to the datasheet of the product itself; it deffers from product to another.

If you add too much plasticizer, it can have an effect on the strength and setting time required for the concrete. We once used a plasticizer in a 5000# mix we had for a elevated slab. We were experimenting with the dosage rates and how much additional time we could get to work the mix. Well, in one of our experiments, the concrete test patch was placed on a ground level slab, finished, then we waited 12 hours for the surface to harden. But all we got was a gell like slab, if you slapped a corner, you'd see a ripple extend out into the slab. We had to dig it out and dispose of it.
