Yes. Most scanners will come with a graphic program that will allow you to take a picture once you have scanned it in and resize it to whatever size you want. Note that changing the size of a picture, especially to enlarge it, will cause some "fuzziness" in the picture. If your scanner dis not come with graphics software, you can use the Paint program included in Windows to resize the picture.
