After scanning it in any size (including A4) you can change it to any size you want using Adobe photoshop. If the original image is smaller then the one needed, do it step by step. Enhancing the size at once beyond a point will make your image look fuzzy and snowy.The answer to your question is YES.

Yes. Most scanners will come with a graphic program that will allow you to take a picture once you have scanned it in and resize it to whatever size you want. Note that changing the size of a picture, especially to enlarge it, will cause some "fuzziness" in the picture. If your scanner dis not come with graphics software, you can use the Paint program included in Windows to resize the picture.
