The details would go far beyond the scope of this forum.
But what you have to do is use a stepper (or servo) motor, driver circuit for that stepper motor, and of course some form of simple microprocessor that tells the motor drive circuit what to do and when.
I personally would use PC as the processor, and market available software which controls hardware devices, either through an I/O card (to be added), or via the Parallel / Serial / USB port, which is probably sufficient for what you want to do = Up / Down / Left / Right.

you might also want to look into something like a basic stamp, it's a well known microcontroller made for hobbyists
