You know 28 inches isn't bad - size 8 right? But I think aiming for 24/25 inches if very unrealistic anyway. Maybe 26/27 inches would be a better goal for you.
There are lots of ways to get a slimmer waist line, including aeorbic boxing, twisting with weights, sits-up/crunches, even belly dancing! Take care : )

How tall are you and how much do you weigh? You have to take those into consideration. If you're really tall (over 5'9) then wanting a 24 or 25 inch waistline is pretty unreasonable and it looks sick.

I'm not joking. A lot of stripper's moves are excellent for the waist line. Also, looking into the belly dancing exercises. Those things are awesome.

Just eating healthy...and doing a physical activitiy like running will really help. I like to hold a 10lb weight at the gym and slightly bend side to side. Or get on that equipment that allows you to bend over and to forward bends and side bends. Leg lifts also work great too...
