When I try to pick it out, more seems to be created; very frustrating! I do not wear make up or anything and have tried different cleansers.

you need to see a dermatologist but also the best creme I have ever found for dry skin is called Calmurid cream and you can get it over the counter, my pharmasicst put me onto it after years of dry skin on my hands from cleaning, doctors just wasted my money, so try the cream first the the dermatologist.

It doesn't sound like dry skin to me, rather something more like crust from eye leakage. Do they itch or burn or anything? You might have an eye infection. See your Dr. before you put anything on it that might make it worse.
How do you shave eyelashes, wouldn't it be easier to just pluck them out?

USE MUSTARDOIL OR COCONUT OIL. HEAT IT SLIGHTLY IN A CONTAINER AND PUT IT ON YOUR EYELASHES AT NIGHT BEFORE SLEEPING. OR ALTERNATIVELY MIX YOGHURT AND BAKING POWDER OR WHAT IS CALLED MAIDA IN HINDI(INDIA'S NATIONAL LANGUAGE).PUT THIS MIXTURE IN YOUR HAIR /EYELASHES AND WASH IT OFF AFTER 1/2 HOUR WITH TEPID WATER . SEE THE DIFFERENCE
