Hmmm...looks like Mary Cassatt's style to me, but I don't know the name of the painting.

The style and the subject matter points to this being a Renoir. He frequently painted 2 girls together though they were typically younger. He also painted women brushing their hair. I also once saw a Renoir where he painted a Degas in the background (of two girls).

Put in a search engine (like google image search) Renoir + "two girls". There were too many for me to keep looking. Good luck.

My guess from the style and materials used is Toulouse-Latrec. So it would have been done in Paris around 1894.

Looks like a Degas...was this cropped from a larger picture? I don't see a signature anywhere.
