Hearts999 has the right answer...talk to your girlfriend about what type of touch she's comfortable with. Don't go straight to her breasts...build up to that. Remember, the skin is the biggest sex organ that we have. Learn to pleasure each other all over and build up the intimacy between you.
I'd suggest that you read sex coach Ian Kerner's book >She Comes First: The Thinking Man's Guide to Pleasuring a Woman. You have a long road ahead of you, and this book will give you some very good insight as you develop as a lover. There's also a companion book, also by Kerner that your girlfriend could probably get a lot out of as well. >He Comes Next: The Thinking Woman's Guide to Pleasuring a Man.
Take your time and learn each other. Even if she's not THE girl for you, it's important for you to find out what women want, as well as what you yourself want to be sexually fulfilled as time goes by.

I'm surprised you didn't want to touch them sooner...
But anyway, if you truly care about her, you'll wait until marriage. That way both of you know you aren't in the relationship just for the sexual things, but because you love each other, and you both have respect for one another and yourselves. If she's okay with it, no noe can stop you, but don't force her or make her feel uncomfortable about it.

You're both adults so whatever pace both of you are comfortable with. Talk to her about the physical part of your relationship to communicate about what you'd like to do. You could also just do it once and judge her reaction to see if she likes it or not.
