Get a Velcro cable management tie at an electronics store. They're used to tidy up cabling in computer networks. Wrap it around the latch so that the the end is tucked under the latch. It sticks to itself and works wonders deterring young fingers.
--OR--
Put a pair of mittens on the youngster, the type with Velcro closures at the wrist. This is probably the best solution as it does not interfere with your ability to release the latch in an emergency, but they effectively deter the young one from operating the latch.

this is a tricky situation:
first, it would have to still be able to be released in case of an accident. you would want to be able to pull the kid out of the car after the wreck, especially if you were in water, or the car was on fire.
so it would have to be a system that would be fairly advanced, which of course would also mean expensive.
another option could be some sort of a combination lock, and it would just be a matter of fabrication to work it to the seatbelt. it would be cheaper, but then anytime you wanted to unbuckle, you would have to get the combination, without your kid catching on.
as far as a device that is already on the market specifically designed for this, i havent heard or seen anything on it.

my answer is much more simple and effective...
anchor the child seats propperly and after that use duct tape or any other kind of tape and actually weld the hook to the anchor... don't mind finishing the tape in this task... the kids might try to untape the anchors in order to get free, but if you did a good job, they could not remove all the tape without been seen and caught...

Maybe, but you could just pull over and beat your kid until they don't want to do it anymore. Whatever happend to spanking kids when they need it?
