All dogs don't have black lips. Black is a dominate gene, just like black hair is. However, some dogs have flesh colored lips. I have a dog with pink or flesh colored lips, so I'll try to explain it. Remember Mendel's pea plants from grade school science? If a dog with a dominate gene and a recessive mates with another dog with the same gene pattern for lip color, 25% of their offspring will have a double recessive gene pattern and have pink lips. 75% of them will have black lips. If two dogs with pink lips mate, all of their pups will have pink lips 'cuz the pink lipped dogs' genes are double recessive, and they cannot pass on anything but the recessive genes.

My dog does not have black lips, she has pink lips. She's brown and white with pink lips!

I've seen some with pink. They're unusual, though.
