Studio 71 are pretty good acrylics paints that aren't too expensive. They're not the best quality but for their price they are good.

You've got some paint recommendations, but I'd like to recommend Royal and Langnickel brushes. www.royalbrush.com
Some of their brushes are carried in Michael's Stores. They are high quality artist grade brushes, and I highly recommend them.
I preferred bottled acrylic paint myself, and recommend Decoart!

I use Utrecht almost exclusively for its package size, consistency, color strength and lower cost...and it comes in two formulas, one less costly than the other. As for brushes, almost any are Ok with me as long as they don't shed when I paint. Even hardware household brushes.
