Hi Gina...dander and dandruff are two different things. I suspect you may mean dander because you indicate you are having some allergic reaction with your eyes watering.
Dandruff (white flakes) can be due to diet. Supplements such as fish oil can also aid in correcting a dandruff problem. Though the fish oils provide the fats your cat needs, it is no replacement for the root problem, which is an unhealthy diet. Also cats diagnose with diabetes suffer dandruff symptoms as well http://www.felinediabetes.com/cat-dandruff.htm for more details on how to manage dandruff.
For dander control:
There are several steps to take to reduce the amount of dander in your home. The first is to run a HEPA air cleaner continuously, so that airborne particles are removed as soon as they are released into the air. Second, treat your pet to special formulas that neutralize dander and reduce shedding. Some Dander Solutions are used directly on the pet, while others treat carpets, fabrics and bedding where dander has accumulated.
Vacuum frequently using a model which has a HEPA filter. You can also make cat allergies easier by considering over the counter products such as Claritin, Zyrtec, Singulair, Allegra and others. Each one is a little different from another so experiment with each to see works best for you. Here's a website that has a list of products to use on your pet to lower dander as well: http://www.allergyasthmatech.com/Category/Pet_Products/104_104?s_kwcid=cat%20dander|537704300
EDIT: Please do not use human dandruff shampoos on cats as it is contains harsh chemicals that are toxic to cats well as very drying to the cat's coat and skin. Any vet can confirm this fact.

Dear Needing Help,
Getting your cat to the pet groomer may be all you need. Im a groomer Ive been doing cats for years and people having problems with dander are better off having there cat coat cleaned. this will help the dander and your eyes. Make sure you tell your groomer whats up they can use shampoos that help with this problem.

This may seem like a funny answer, but is your cat overweight? A lot of times if cats have a buildup of loose fur and dander (or cat dandruff) it is because they are too old or overweight to groom themselves properly. Brush them often and check with your vet to make sure nothing else is causing it.

Why don't you first shampoo your cat with an anti-dandruff shampoo like "Head and Shoulders" or "Selsun-Blue." Leave the foam on him for at least 2 minutes before thotoughly rinsing it off.
Brush or comb his hair with a brusgh or comb that has been sterilized (dipped in hot water).
Then obeserve his coat in the following days if the "dandruff" re-appears. If it is dandruff, the white flakes will be considerable less that before. If you find this is so, re-apply shampoo 10 days later. Sould fix the problem.

Dandruff is usually a lack of fatty acids. Give him fish oil for cats, try to get it from a health store instead the pet store.

have you tried head and shoulders shampoo or if that doesn't work try Sergeants Gold Plus for Cats. You can get it at Wal-Mart. We had the same problem with our dog...Sergeants Gold Plus worked for us. They DO have it for cats if you look for it. May be in a slightly smaller bottle.

Might be her diet or a disease...someone mentioned earlier a similar question that it might be diabetes.
Best thing is to call a vet to see what they say about this.
