The 'swelling lump' located over your testicles is probably known as a 'penis'. All men have these, and they are typically situated over the testicles. The penis develops before birth, and remains over the testicles during a man's entire life - barring unforeseen severance.
Probably at some time around puberty, you became aware of the tendency of this lump to swell. This is known as an 'erection'. It is something males of your (likely) age endure dozens, if not hundreds, of times a day. Do not be alarmed, such swelling is natural and is known to be useful under certain circumstances.
You may also have noticed that the swelling can be induced by manual manipulation of the penis. This is also natural, but it is better not to experiment in this way in public.
Incidentally, the penis is just about the only thing in the vicinity of a male's testicles - probably the only thing on his body - that could possibly be described as a 'swelling lump'. If your 'swelling lump' is not a penis, you should see a doctor soon to determine what exactly is swelling. As others have discussed, the lump is most likely not a serious medical problem, but only a doctor will be able to tell you for sure if it is a normal sperm duct, or a hernia, cyst, or perhaps something else. If the lump is painful or if you are running a fever, please do not waste any more time typing. Instead, shake a leg and please phone a doctors office and describe the lump to them.

Malignant means cancerous.
A lump over your testicles can be many things... including cancer.
The best and only way to know is to see a medical professional as soon as possible.

Is the area swelling to the point of discomfort? Get it checked
Pain ? Get it checked
If the lump is actually on the testes...GET IT CHECKED NOW
If it feels like a bunch of little extra "tubing" above one of your testicles - that's normal. it might even feel like you're squeezing spaghetti between your fingers..lol
Don't be shy to ask a buddy, your gym teacher, or your dad. and better yet, go see DOC !!!

Dont you find strnage that you have to lumps at the same time and on the exact same spot? That is probrably just the "HEAD of the epididymus", completly normal. But if you want to make sure go see a Doctor.
