1. Crime pays. This shows in the lax sentencing criminals receive.
2. Many repeat offenders are more comfortable inside than outside.
3. Substance abuse issues that some criminals have to deal with.

Sounds like you asking us to do your homework. Why not just ask us to help you with it instead of giving us an assignment?
I already went through college so the idea of more homework does not appeal to me.
