Yes, cats can get sinusitis and asthma- it's important to get a vet to diagnose these things, because the treatment is very different. Also , all 'sinusi -itis' means is that the sinuses are irritated and inflamed...that's what 'itis' means.
It's the why that's important.
Allergies? To what? Are they seasonal?
Infection? Foreign Body? Virus?
Once you have your vet figure out why the cat has congestion & irritation, then there are steps you can take to alleviate those symptoms.
One of the reasons I don't want to make a general reccomendation is that if your friends cat has asthma, then some of the things you might do for congestions will not work and might make it worse. Cats with asthma sometiomes have severe attachs that can become emergency situiations.
So call the vet and have kitty checked and post back what they vet says :) then we can brain storm for you

Asthma is an allergy and is triggered by something. The best non medication treatment for asthma is learning your triggers and avoiding them. Common triggers are smoke, dust, mold, mildew, plants, dust mites, pets and grass/weeds.
If you can not figure our your triggers, you may need to see an allergist and have allergy screening done. This may point out your triggers.
The National Asthma Prevention Program and the Expert Panel of Diagnosis and Management of Asthma both agree if you have to use a prescription inhaler such as albuterol more then two time per week, your asthma is NOT in control and you will need a prescription controller medication.

Yes, I suppose the cat could have asthma or sinusitis, but you need to take the cat to the veterinarian because it may be something more serious and need antibiotics. Please do that. Go on line and check out cat illnesses and symptoms. It might be a great help to you and your friend.

Hey I had a Kitty with what it seamed to be sinus or a really bad cold. It turned out it's was an adrenal infeccion and so by licking himself he got it on his eyes and nose so it semed like sinus but it was not. Cats don't get sinus or colds because they are suposed to be vaccinated for this, Yes that's right. Tell your frien to take the little thing to the vet.

My cat had allergies and she would sneeze all the time. I end up having to get her allergy pills from the vet and she still takes them to this day even though she lives with my friend.
