You can take the 'New York Airport Service' bus to the Port Authority on the West Side one way for only 12 dollars. It's probably about half the proce of a cab and they're frequent. They have booths by baggage claims of all the terminals. The problem with mass transit is that you have to take a bus to either the 7 or the N train and that can be a pain, but it's only 2 bucks.

It would be better, and cheaper, to take the train. Before you get to New York, find out which train goes closest to W. 38th Street. You would probably get off at 42nd Street, then walk the rest of the way. While on the train, keep track of your belongings at all times.
When you get off the train, go straight to your hotel, and do not act like a tourist, looking all up in the sky. That's what let's people know that you are not from New York, and you could become a target. If you need to ask for directions, ask the police, if you can find one. If you don't see any police, ask the person in the token booth. The last time I was in New York, tokens were $1.50; I don't know if the price is the same or not. That goes for buses too.

If you have alot of luggage (more than one small bag) and/or small Children it is better to get into a cab. If you are not fimiliar with bus & Subways in NYC then take a cab.
By Mass Transportation take M60 bus from LaGuardia to 125TH Street ($2) Transfer there to a A or C Subway Downtown to 34th Street Penn Station (free Transfer).Then you still have to walk to 38th Street and 10th Ave from 34th and 8th ave.

I would take a cab. You no doubt will have luggage, and if you are like anyone else traveling, you have either one large or two pieces of luggage, a carry on, or back pack. All this can be cumbersome when taking the subway. It will cost a little more, but it will be much more comfortable and convenient!

Cab. It is more expensive but you stand a better chance of getting there alive. Isn't the convention planning to run shuttle buses?
Call the convention center and find out. Maybe they will send somebody to get you, for free.
