HOD is common in Shepards - talk to your vet
You can slip something under him (like a belt) to help add your pull as leverage to help him get up --- but before you do that, ask your vet to make sure there isn't a actual fracture in the hip or spine
IF he is haivng trouble after lying down for longer periods of time, then there may be nerve damage.
One older dog we had as a child needed help going to standing from lying every morning, we just provided a kind of a sling with a belt & helped to gently pull upward when the dog was ready to get up & held him with the belt as added suspended support while we morning potty walked. That seemed to help him get loosened up enough to make it thru the day until his afternoon nap & we did the same process again

Go to your vet and tell them you heard there is a couple of medications for dogs with arthritis that helps with the inflammatory and pain. They are Deramax and Rimidyl. They are both very good. I had a Doberman that had cancer in his hip and lived on Rimidyl for over a year and still had a very good quality of life until it spread to his lungs. Right now I have a male dobie on Deramax for arthritis in his back leg and it is great.Right now he only has to take half a pill only on bad days. Maybe your boy could get by with a half to a whole pill daily. I'm sure your vet knows of both these meds and will tell you the correct dosage.I wouldn't let him lay on hard cold surfaces. You could try using Sarsha's Blend(it is a powder that you sprinkle over their food.I believe it has Glucosamine in it.Which is good for arthritis).Beyond that perhaps some pain killers.But unfortunately your friend is very old and his time with you is probably very limited now.
The cloudy eyes is probably pannus which can also be treated with drops PREDNISOLIN FORTE(if it's not too far gone).
The best advise I can give you is to make what time he has left as comfortable as you can.If he is having problems going to the toilet etc,it would be best to have him euthanised.
You don't want him suffering.And I'm sure you would like to remember him as a happy and healthy dog,who has been your best mate for the best part of 16 years.Just remember he is relying on you to do the right thing for him.

However, she may be somewhat anxious around other dogs, sort of like the shy kid on the playground. She will benefit from continuing what you are doing as far as asking her to sit before entering, but there are more things along those lines that will help her to calmly go in and out of the dog park. She may also benefit from going in short bursts, or only when fewer dogs are present, or avoiding times when other dogs that make her nervous are present. Maybe she just plays loud - my brother's dog is this way - or maybe she is a dogpark bully - sorry it is possible. But more likely she is just a little anxious around new dogs and she wants to play but just doesn't quite know how to do that and still feel comfortable. Don't be surprised if your dog does not actually like the dog park, and maybe she would get more enjoyment and less stress out of simply going for a good walk somewhere else.
A wagging tail does not mean that your dog is happy or even comfortable with the situation. It means your dog is emotionally aroused. This could be a happy arousal, or it could be a nervous arousal, or it could be an aggressive arousal. Go youtube it, there are plenty of videos of 'vicious' dogs who are throwing a very aggressive fit of barking and snarling while their tail is wagging vigorously. Even police dogs who are not let off the leash to chase down a suspect can be lunging and barking and snarling, and their tails are still going.

Yes,there are two good supplements you can get from a vet,Cosequin and Welactin,along with Enteric-coated aspirin(Ecotrin).My vet has had great success with this combination.There is also a new anti-inflammatory called Metacam.It's kind of pricey,but if it's only for one dog,then I think you should try it,along with the supplements(but you can't use aspirin with it-it's one or the other).Warm soaks in the tub,followed by a thorough drying with a blow dryer,.and a heated dog bed might help as well.Good luck with your old friend.

Keep him off slippery surfaces. Tough to get up tile for the old folks.
Give him a super soft bed. (I use a baby mattress for my large breed dogs.) Orthopedic beds for dogs are good too.
Get with your vet. There are wonderful anti-inflammatories that can help with the stiffness.
Keep him warm. He might like having a heating pad or bed warmer. Check out those on the Drs. Foster & Smith website - great pet supply source and very reliable.
I know how he feels - it takes me 15-30 minutes in the morning to loosen up enough to get out of bed. The muscles jsut flat stiffen up when one gets to a certain age.
Do help him with an arm around his stifle and under his tummy/
