YES, you can.
However, you won't be in any jobs which would require you to make a judgment call about US law, issuing visas, etc. You will not be able to be a consular officer.
They have nationals of the home country working at most embassies and consulates. They call them Local Hires. Local Hires hold jobs as janitors, mechanics, maintenance people. Jobs like that. But some of the jobs less blue-collar and moer professioal, such as interpreters. If you serve in one of these jobs for many years (I think it's 15, but you should ask when you apply, you may be eligible to get a visa to come to the US)

You might be eligible for a job in the consular service in your own country at the US Consulate, but I don't know about the State Department, and to be honest, I would prefer to see US citizens working the State Department, just as I suspect you would prefer to see the citizens of your own country working in your own equivalent of the State Department.

Yes of course. Foreign Service Nationals (FSNs) are host-country citizens or residents hired abroad to perform support tasks at US embassies and consulates overseas. Also known as Local Hires, you would provide unique local-country knowledge, social and professional contacts and expert language skills to whatever department you were assigned.
Contact the Human Resources Department of the nearest US mission.

Ask the Department of State if non-US citizens could be employed. I believe that they are accepting employees from other countries but for non-sensitive positions.

Probably not. I don't think you can work at most organizations, government or otherwise, unless you are a us citizen or legally allowed to work in the united states.
