Since 20D & 30D are virtually the same camera except a few minor upgrades, I've decided to get the 20D instead since the price is significantly lower. But the package that they're selling has a Canon 18-55mm f/3.5-5.6 Auto Focus Lens. Is this a good lense? Mainly I'll be using the camera for building professional websites and also for taking pictures for fun but I need your opinion on whether I should spend a little more $ and get a better lense.

From what I have heard, the kit lens is not very good at all...you would be better off just buying a better lens.
The new Canon EF-S 17-55mm f2.8 IS USM sounds very good, so check it out.

I agree with your assessment of the 20D/ 30D. The 20D is a still a great choice.
The 18-55mm kit lens is very cheap however, and it shows. Still, you can get away with it for websites. The image quality issues that are glaringly apparent in an 8x10 inch print will not be obvious after post processing and resizing to 400x600 pixels. (Down-rez with bicubic sharpening.)

As for upgrades, I can recommend the 17-85mm. This lens is a bit weak up to 24mm, so it's not the best if you shoot mostly wide-angle, but from 25 to 85mm it's fantastic. If you shoot mostly wide angle, consider the 17-40mm. These two lenses go for $500 and $650 ish.
If you're not adverse to 3rd party lenses, Tamron Di lenses are getting great reviews. They have a 17-50 f/2.8, I think. Not cheap, but cheaper than Canon 17-55 f/2.8, $1050, which would be the ultimate walk-around lens for a 20D.

Why Not go for a Zoom Lens!?
70-200mm f2.8L USM,IS!
Or for Great Prime Lens why not try 85mm f1.2L II USM
Both Great lenses!!
