Maybe he masturbates a lot and this is his "preferred" way, maybe he is finding it difficult to come any other way.
Men's needs are quite simple so I am surprised at this. Offer to masturbate him and see if he gets excited by this. If he lets you, make sure you get a firm grip on his you-know-what.

There is definitely something wrong with your man. To tell you the truth, all a woman has to do to get a man excited is simply to stay trimmed and smelling pretty. Being kind to him is also good, but your physical appearance is more important.
I suggest that you begin to investigate. It seems to me that he has another woman in mind and that he is reading himself to fly the coop.

There could be some kind of psychological reason going on at a subliminal level. Maybe guilt on his part, is he subconciously witholding so therefore can't c.. inside you. You are both young.....you in particular. I think this is more a mind issue than a physical one. Have you talked through if he feels any guilt.

Try alternating the times of day that you do it.
Also does he drink, or take any drugs (recreational or medical) that could be taking the edge of his excitement.
It he under considerable stress or is he overweight ?
Can you rule out all of these issues.
